I'm from Russia and all my users has files with cyrillic filenames. When they use FileManager and try change names in FileManager before upload files to server dialog window open with message 'Filename is not valid'. If they change names on local computers files uploaded successfully.

I try rename files with and without extensions try to use flash and nonflash uploader but unfortunately results are same
